Here is a step by step guide to making nice small title graphics files. I think these screenshots were taken using PSP6 or earlier, but I'm sure you can work it out with your own version. This is how I made the graphics files used on this site, such as the navigation buttons on the left. Each one of those buttons is only about 1kb in file size.

1. Using Paint Shop Pro create a new image with the dimensions that will best fit your page and the longest title you need to make eg. 300 x 40 pixels. Resolution for screen use should be set to 72 dpi, the background colour should match that of your site, and the image type should be full colour to allow for antialiasing etc (we'll be reducing the number of colours to make a nice small 16 colour gif at the end).

2. Select desired font and size to suit your site. Create as Floating and tick Antialias and mess around with the other options to suit. TIP: Always start working with your longest title, then all the others will fit within the same size graphic at the same point size.

3. Decrease colour depth to 16 for file size reduction and compatibility with .gif format.

3. Set palette transparency.

The result should look something like this:
